In this paper, Hamilton warns that a disunited America will only result in hostilities between the separate states or confederacies, because we would not enjoy an "insular situation," which would require a minimum soldiery; each state or confederacy would immediately raise armies to "protect" themselves from possible incursions from the others, in particular the smaller states or confederacies.
He also warns that a people who live in constant fear of attack will readily give over their rights to the government or its agencies in order to feel more secure. Thus, a United America, resulting in a more secure situation for the people, would also have the benefit of securing the rights of the People.
