Costs to homeowners have risen steeply, and many insurance companies have left markets like Florida, where climate change has caused huge losses. We discuss what options home owners have, and how and whether the federal government should become the regulator of this market. It is currently managed by individual states. We also talk about the role of FEMA in this chaotic situation.
