Portland, Ore. and Long Beach Calif, are similar and at the same time very different. Portland is known as the "whitest city in America" while Long Beach has long been the country’s most diverse. The two mid-sized, West Coast cities have historically had no rent control and no restrictions on landlord evictions. When the housing boom hit in 2015, both cities saw waves of mass eviction as investment poured in. Since then, Portland and Oregon have led the nation in grassroots housing reforms.
