"Art on wheels" is how Victor Cervantes, Chair of the Lowrider Council of Salinas, describes the beauty within the lowrider community. 2024 is the 2nd annual Trunk or Treat put on by the Lowrider Council, but the purpose behind this and their other events is to give back to the community and inspire kids and youth to stay focused on positive hobbies and interests.
